When Bob Roepke and Dave Pokorney began the Community Asset Foundation, the impetus was simple: “How do we stay involved in development work,” said Roepke. Between the two men’s experience in city government as Mayor and City Administrator respectively, development work in small towns and cities was not a new concept.
From that experience something stuck out about the development process. “I never had a development company come in and ask us what are our needs,” says Pokorney. Instead, when developers would approach city governments, they were pitching their own projects, regardless of what a town has or needs.
